Transportation Planning Documents

The work of RPA 14/ATURA is funded through Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) sources, as well as by local financial support. RPA Staff prepares, the Technical Committee recommends and the Policy Board adopts the following required documents. These documents provide guidance for the development of the region’s transportation system and direct the expenditure of federal funds for highways, transit, transportation enhancements and other modes of transportation.

  •  Long Range Transportation Plan (LRTP) —addresses existing conditions and future needs, expectations, potential activities, and goals for all modes of transportation within the RPA 14 / ATURA region over a twenty-year period of time. It is updated every five years.
  • Public Participation Plan (PPP) —outlines in detail the process RPA 14 / ATURA will follow to adequately involve the public in the their transportation planning activities.
  • Draft Public Participation Plan FY 2026 – 2031 – This draft provides a comprehensive overview of the public participation processes that RPA-14/ATURA will follow over the next five years. Please leave any comments or feedback you may have
  • Passenger Transportation Plan (PTP) —provides direction and guidance to the region regarding passenger transportation through a coordinated public transit – human services plan with a goal of improving transportation services for all persons. The Passenger Transportation Plan is a five-year plan.
  • Draft FY 2026 – 2031 Passenger Transportation Plan (PTP) – This draft aims to provide direction and guidance for the region’s passenger transportation through a coordinated public transit and human services plan.
