Project Board

Each of the eight (8) counties in the SICOG region has an opportunity to appoint representatives to their County Project Board. Each County Project Board has seven (7) members and is comprised of a member, or their designee, in each of the following categories:

1)  County Representative: Each county board of supervisors shall appoint one of its members who shall be an elected public official, a full-time/part-time employee of the county, or individual representing the interest of the county.


2)  Largest City Representative: The mayor of the largest city of each of the member counties shall nominate, subject to confirmation by the city council, a person, who shall be an elected public official, a full-time/part-time employee of the city, or mayor’s designee to serve as the city’s representative.


3)  Second Largest City Representative: The mayor of the second largest city of each of the member counties shall nominate, subject to confirmation by the city council, a person, who shall be an elected public official, a full-time/part-time employee of the city, or mayor’s designee to serve as the city’s representative.


4)  Third Largest City Representative: The mayor of the third largest city of each of the member counties shall nominate, subject to confirmation by the city council, a person, who shall be an elected public official, a full-time/part-time employee of the city, or mayor’s designee to serve as the city’s representative.


5+6)  Two (2) Private Sector Representatives: Two (2) Private Sector Representatives from each of the member counties shall be nominated, subject to confirmation by the above four members (County, Largest City, Second Largest City and Third Largest City). The Private Sector Representative means, with respect to any for-profit enterprise, any senior management official or executive holding a key decision making position or that person’s designee.


7) Member-at-large Interest Group Representative: A person who shall be broadly representative of principle economic interest, and include one (1) of the following:  Executive Director of Chamber of Commerce, or representative of institution of post secondary education, workforce development group or labor group shall be selected by the twelve (12) member Executive Board. The person so chosen as the representative of the above at-large interest groups shall also serve as a member of each county board.

Each County Project Board shall meet between January 1 and February 28 each year to select a representative and an alternate representative to serve as a member of the Executive Board. In addition to the selection of a representative, the previous years' activity is discussed.   

The County Project Boards collectively are known as the Board of Directors/Project Board. The Board of Directors/Project Board shall meet at least annually. One such meeting shall be held between March 1 and March 31 and be designated as the annual meeting.  At the annual meeting the upcoming annual work program is approved and the CEDS is adopted.
