Welcome to:

ATURA Transportation Planning Affiliation

The ATURA Transportation Planning Affiliation (RPA 14) is designated as a five-county region for the purpose of planning for the transportation needs of the region. The RPA 14 region encompasses the counties of Adams, Taylor, Union, Ringgold and Adair counties, which are located in the south-western portion of the State of Iowa. Within this region, the RPA 14 services 35 cities and all of the rural areas in all of their transportation needs. The sizes of the cities range from Benton 24 in population to Creston's 7, 213, giving the RPA 14 a vast set of circumstances to work with. See Area Map.

RPA 14 receives federal funds to develop regional transportation plans and programs and to coordinate technical and policy studies on a wide range of transportation issues. The RPA 14 works in cooperation with the Iowa Department of Transportation (IDOT), local governments and transit providers.

The primary products of the transportation planning process include:

• Transportation Improvement Program
• Transportation Planning Work Program
• Transportation Enhancements Program
• Public Participation Plan
• Passenger Transportation Development Plan

These documents provide waypoints for the development of the region's transportation system and direct the expenditure of federal funds for highways, transit, pedestrian trails and other modes of transportation.
