ABOUT ATURA

The ATURA Transportation Affiliation (ATURA) organized in May 1991, to carry out transportation planning for the five counties in Southern Iowa. The ATURA serves as the designated regional transportation planning agency for the Iowa Department of Transportation's (Iowa DOT) Region 14 for coordinating planning and programming efforts in the region and fostering new partnerships with state and local officials.

The ATURA's Regional Transportation Planning Area includes Adams, Taylor, Union, Ringgold, and Adair counties. Members of the ATURA include the five counties noted above, as well as the City of Creston.

The ATURA cooperates with a number of agencies, including the Federal Highway Administration, the Federal Transit Administration, the Iowa DOT, the Des Moines Area MPO, RPA 13, RPA 15, the Southern Iowa Transit Authority, and the communities and counties in fulfilling its transportation planning responsibilities.

The ATURA Transportation Policy Board (TPB) receives input and recommendations from its Technical Committee. In addition to the TTC, the ATURA will establish and support other communities, as needed, on various transportation-related issues relevant to the ATURA's responsibilities. As part of a newly adopted public participation process, the ATURA encourages input by and communication from citizens in performing its transportation responsibilities.

The Region 14 Transportation Planning Work Program (TPWP) is intended to provide a description of the number of local, state, and federal transportation planning activities Region 14 works on annually. Locally, the program serves to:

      • Provide a forum for coordination among the many local units of government cooperating in the regional transportation planning effort.

      • Establish continuing, comprehensive and cooperative region-wide planning within the four-county area, which includes the development of the Regional Long-Range Transportation Plan (LRTP), the Transportation Improvement Program (TIP), and ongoing planning activities of a technical nature in support of regional transportation issues and priorities.

      • Assist in the development of budgets for transportation planning activities and in the preparation of requests for planning funds.

      • Establish the products, purposes, and general methods to be employed in the conduct of specific transportation planning work elements.

Federal and state agencies use the TPWP for monitoring and evaluating:

      • The progress of the transportation planning process
      • The effectiveness of the planning program in addressing key issues and problems
      • As an aid in allocating federal planning funds
